Purpose of RTI
Under Article 19-A of the Constitution, RTI (Right to information) is a fundamental right of every citizen of Pakistan to have the right to have access to information in all matters of public importance subject to regulation and reasonable restriction imposed by law. A citizen in addition to a government department can also have access to information of a private body which is substantially financed by the government. RTI is based upon the principle that citizens being tax payers are owners of public information.
Proactive Disclosure
- Particulars of the public body, its functions and duties
- Powers and functions of its officers and employees
- Norms and criteria set by the public body for the discharge of its functions( Zakat & Ushr department discharge its functions under Punjab Zakat & Ushr Act, 2018, Rules of Business 2011 & ESTA Code
- Acts, Ordinances, rules, regulations, notifications, circulars and other legal instruments being enforced, issued or used by the public body in the discharge of its functions
- A statement of categories of information being held by the public body;
- A description of its decision-making processes and any opportunities for the public to provide input into or be consulted about decisions
- A directory of its officers and employees with their respective remuneration, perks and privileges
- Budget of the public body including details of all proposed and actual expenditures
- Amount of subsidy and details of beneficiaries if the public body provides any subsidy( Department does not provide any kind of subsidy)
- Particulars of the recipients of concessions, permits or authorizations granted by the public body( Department does not deal with concessions, permits or authorizations etc)

- Name, designation and other particulars of the public information officer of the public body; and

Capacity Building / RTI Training of PIOs
A fresh training session has been conducted by the Deputy Administrator Zakat (HQ) on 04.02.2021 for the Public Information Officers (PIOs). All the Officers have been briefed regarding the Punjab Transparency and Right to Information Act, 2013.
